Duties and Authorities of the University President:

  • Supervising the proper execution of educational, research, cultural, disciplinary, student, administrative, financial, and civil affairs, as well as scientific and service operations, and all domestic and international communications of the university; coordinating various units and reporting to competent authorities.
  • Reviewing the strategic plans of the Board of Trustees; planning and directing cultural, educational, research, student, healthcare, and service activities, as well as the development of institutional management and resources within the framework of strategic plans; and determining the university’s executive policy.
  • Determining the executive policy of the university within the framework of scientific, educational, and research policies.
  • Directing and leading the cultural, educational, research, administrative, financial, and developmental/civil activities of the university.
  • Presenting the annual report of the university to the Board of Trustees.
  • Supervising the proper execution of the university’s current activities and the resolutions of the Board of Trustees; following up on potential issues and violations in educational, research, cultural, executive, financial, and accounting fields, and referring them to competent authorities.
  • Assuming responsibility for all university affairs within the bounds of approved regulations; appointing and dismissing members of the Presiding Board, deans of faculties and affiliated institutes/units, and heads of educational departments.
  • Implementing the resolutions, bylaws, and circulars issued by the Ministry of Science, Research, and Technology.
  • Executing the resolutions of the Presiding Board and the University Council, and supervising their proper implementation.
  • Preparing and proposing policies, goals, guidelines, and strategic plans to be presented to the Board of Trustees.
  • Proposing the establishment, expansion, dissolution, and merger of units to the University Council.
  • Proposing scientific collaborations with other domestic and international educational or research institutions to the University Council in accordance with rules and regulations.
  • Acting as the legal representative of the university before competent authorities to secure the interests and rights of the university in legal venues (including judicial, executive, administrative, etc.).
  • Overseeing the disciplinary affairs of the university (faculty, students, staff) within the framework of relevant rules and regulations.
  • Proposing the annual university budget (in coordination with the Presiding Board) to the Board of Trustees.
  • Exercising strict and continuous supervision over the proper execution of matters related to the dismissal, promotion, and advancement of faculty members; human resources and management development; and the recruitment, hiring, promotion, and dismissal of staff.
  • Establishing an advisory council consisting of 55 distinguished and prominent professors from various educational, research, cultural, and executive fields, preferably with a rank higher than assistant professor.
  • Preparing financial, transactional, administrative, employment, and organizational bylaws, as well as the organizational chart and structure of the university; modifying and amending them within the framework of rules and regulations, and proposing them to the Board of Trustees through legal procedures.
  • Signing contracts, binding documents, official administrative documents, and institutional correspondence within the framework of approved rules and regulations; and assuming responsibility for the financial affairs of the institution in accordance with laws, financial bylaws, and administrative transactions.
